Closing Conference of USAIDs Improving
Primary Health Care in Albania Program: PRO Shndetit

Minister Vasili, Ladies and Gentlemen,
Today we are here to recognize the progress that has been made over the course of USAIDs six year, $ 12 million program, Pro Shndetit.  Through this program, USAID has contributed to the creation of an integrated primary health care system in Albania. 

To the layperson the idea of building complex management structures, training clinic personnel on data collection, information systems, and financial recording may come across as not impacting the health and well-being of the Albanian people.

In fact, this type of investment is integral to the ability of Albania to respond to the basic health needs of its population. But it also vital for Albania to be an equal partner in the global community that is facing major public health threats such as Pandemic Influenza and HIV/AIDS. 

In May, President Obama announced the $63 billion Global Health Initiative.

With this announcement, President Obama reaffirmed one of Americas most historic valuesthe American peoples compassion that drives us to help solve some of the worlds global health challenges.

These challenges which include child and maternal health and family planning, have no borders and cannot be the fought in isolation.

That is why this initiative calls for an integrated approach to fighting diseases, improving health, and strengthening health systems.

The strength of Albanias health system is just as important as any other. It is often said that one weak link, compromises the whole. The fight against disease and poverty is indeed global and the responsibility of each and every government.

Through programs like Pro Shndetit, the Unites States has utilized proven, cost-effective health care initiatives that build the capacity of government institutions and reduce the risk of conflicts and health crises before they spread.

Today, health centers across the Albania are using a new health information system developed and funded through USAID's project, operate as financially autonomous bodies, and are staffed by doctors and nurses trained by USAID who are qualified to deliver a basic package of primary health care services in villages and cities alike.

Albania ranks among the regions lowest in per capita public expenditure for health.  The systems that have been developed under this program have provided the ground work that will ensure that with increased investments over the coming years, which I hope will be the case, the funds will be used effectively and will reach the people and places most in need.

Todays conference is an opportunity to discuss the lessons that have been learned from this very successful program.  It could not have been a success, however, without the strong partnerships with Albanias health authorities and the hundreds of dedicated professionals that I see before me. Thank you.
